		<description>This could work in just the opposite way - developers could pay a very large fee to build parking and the zoning codes could be reduced to very minimum amount of parking for business - most business wants lots of parking(i.e. Target, ect.)  Maybe the idea Jordan throws out there could be other for housing developments and could work in that instance.</description>
